摘要：This application provides a packet sending method and a network device. Themethod and the network device are applied to a network scenario in which a first network

device and a second network device perform internet protocol security IPsec

communication, there is no IPsec security association SA on the first network device, andthere is an IPsec SA on the second network device, and the method includes: receiving, bythe first network device, an encrypted packet from the second network device; obtaining,by the first network device, characteristic information when the first network devicecannot decrypt the encrypted packet; generating, by the first network device, aninformational exchange packet when the first network device obtains, based on thecharacteristic information, an internet key exchange IKE SA corresponding to the

characteristic information, where the informational exchange packet instructs the secondnetwork device to delete the IPsec SA on the second network device; and sending, by thefirst network device, the informational exchange packet to the second network device.This helps shorten a service interruption time.
