Traffic jar is always a big problem in busy city which governemnt have tried a lot of different ways in reducing the increase of private cars. Such as in beijing, they limit the day that the car drive and limit the number of people buy cars in one year.
Every citizen should pay fee as a duty. No matter what you do, every trade has its own fee, such as: food, clothes and cars. Many people hit to pay fee because they think many time they pay the fee when they don’t know. So at the time a survey asks people should pay fee for traffic jar, many of them choose NO. However, it is necessay to pay the fee for the busy traffic. As a reason is that the car have produced a lot of pollution and destoried the road, so they should pay some money to 弥补the lost they made.
